+++ This bug was initially created as a clone of Bug #355890 +++ Currently bundles in the target platform are recognized by PDE only if they have an extension of 'jar'. Can that be more flexible ? If I have a bundle with proper structure and a Manifest but the extension is a 'war' or a 'zip' can PDE recognize it ?
Three changes must be backported, the main fix, the fix to the tests and the fix from bug 367164.

Verified in M20120118-0800 I haven't had the fail-fast behaviour or NPE found during 3.8 M5. Broken zips, missing bundles, etc. are all working. Mike tried out some scenarios as well and found no problems.
