The server editor timeouts tab does not have help context

Reproducible: Always

Steps to Reproduce:
1. Create some server in servers view
2. double click on the server created in servers view to open the server editor
3. expand the timeouts tab and highlight any edit box
4. press f1
5. the help shows: The context help for this user interface element could not be found.

Who provides the servers view you are talking about?  PDE does not.  Maybe WTP?  I will move this to them for now.  Please change the Product/Component to the proper owner.
