Enable update manager to automatically notify customers when a fix/ptf/new 
version of the code is available.

Please elaborate:

Do we want a 'push' as in Windows notification or is the demand more a 'large
corporation' issue where the administrator wants to specify a list of
plugins/features per user ?

Should the push be inter enterprise or intra-enterprise ?

In any case, we need to ensure the user can disable it as the workspace may
contain 100 of plugins coming from different sites

We want to be able to control the roll-out of fixes.  We'd like a contact to be 
able to register for an email notification relating to fixes and updates.  
These notifications would need to be made far enough in advance for us to be 
able to plan the roll-out of a fix since a fix may entail a related fix for 
another product (ex: WSAD and WAS).  The binaries need to be available for 
hosting corporate servers to provide faster and cheaper access to our 
developers.
