define if and how inheritance for C-generator shall be implemented

Elements:
- ProtocolClass
- DataClass
- ActorClass (Structure and FSM)

Currently inheritance in the C-generator is implemented by re-definition of all inherited attributes etc.

It is not planned to add a feature that allows sort of virtual function calls.
