Add Multitenant include-criteria support in java and xml for EclipseLink 2.4. See EclipseLink bug 355093

added includeCriteria support to the Multitenant annotation in java and include-critera to the eclipselink-orm.xml. Added a checkbox to the UI. This is only supported in EclipseLink platform 2.4. The default is true unless the multitenant type is VPD, then the default is false. If multitenant type is VPD and include-criteria is specified as true you will get a warning saying that the specified setting will be ignored and include-criteria will be false.

Verified in Build I-3.4.0-20120104005037

Verified include criteria support was added to EL 2.4.  Verified the default is true except when multitenant type is set to VPD.  See the link to view test steps for verification.  http://wiki.eclipse.org/Dali_3.2_M5
