The Specification Viewer's performance is currently less than par.  Performance goal

- Specs with 1000 requirements should be viewable and scroll without a noticeable delay

- Specs with 10000 requirements should be viewable, delay/lag should be no more than 3 seconds (which would already be quite painful), i.e. when scrolling

A first version of caching has been implemented.  While this still requires the cache to be recreated upon changes in the model, it already has a drastic effect on performance.

We'll close this for 0.4.0, but will create new issues for the refinement of caching, as necessary.
