So are the two file trees in the "Move" dialog and "Open File" dialog. 
Reproducing steps:
1. Select a directory in the file system.
2. Right-click it and select "New->File".
3. The folder selection tree is empty.
If you select "Move" in the second step, you'll see an empty file selection tree too.
