Build Identifier: 

When selecting a Cheat Sheet one basically gets offered three choices:
- Select from a list
- Select from file
- Enter URL

However, using tab-only the dialog is not usable, there is no way to switch from "list" to "file" with tab..

Reproducible: Always

Steps to Reproduce:
1. Help -> Cheat Sheets
2. Tab to "Select a cheat sheet from a file"
3. Can't without mouse support

I find this annoying too so I created a fix for it (https://git.eclipse.org/r/26228).

The current behavior is correct and standard: Using Tab must not change a value, but that happens if the tab order includes the radio buttons.

The dialog is accessible via keyboard, either by using right/left arrows to jump & toggle the radio buttons, or by using the mnemonics.
