Tycho build should publish generated web site similar to all Maven and Mojo plugins. Such site would serve as a primary source of the user documentation.

- created bug 370319 for a new hudson job for generating site docs
- fixed site descriptor [1]

My intention is to check in site docs to CVS [2]

so it is published to http://www.eclipse.org/tycho/sitedocs/ when we release 0.14.0.
