Build Identifier: Eclipse BIRT 3.7.1

This project calls for adding Excel as an OOTB data source for BIRT. It will provide developers (or any users) with a quick and easy way for to try BIRT against their own data. It will also allow power users access data they have in Excel without having to figure out how to get it into a db

Enhancements have been made by Actuate contributors to the initial community contribution (bug 361443), and added in BIRT 4.2 RC2 milestone release.

Enhancements made include: 
* Performance tuning in xlsx and xls file data processing
* Support Timestamp, Datetime, Time, and Date data types
* Support either Absolute/Relative File Path or URL for the Excel input file defined in a data source design
* Support Read-only mode in Data Source UI page when referencing a connection profile
* Improved UI usability, manages changed state in edit session, etc.
