Add updates for autoconf and automake hover docs which use GFDL 1.3 which is approved by Eclipse.org.  This will allow inclusion in Eclipse.org of this documentation and remove the need for html access by default for autoconf editor.  Usage of 2.13 can also be included as the license is BSD-style license.  2.59 and 2.61 are GFDL 1.2 and must remain accessed via html for the time-being.

Fix has been made in master repository to add Autotconf 2.68 and Automake 1.11.1 macros.  Autoconf 2.13 and Automake 1.4-p6 will be left to another time due to some wording in their pre-GFDL licenses.

Jeff, please file a bug so we don't forget to do the updates for 2.13/1.4-p6.

Switching milestone to 0.9.2 since fix is in Indigo SR2 and 0.9.2.

A bug for 2.13/1.4-p6 is not warranted as these are very old and it is not worth the legal effort to pour through the license which is not a standard license.
