This afternoon, our Orbit builds failed, ending with 

check.clean [ echo ] checkout.builder.clean: true
initBuilders [ cvs ] ssh: connect to host dev.eclipse.org port 22: Connection timed out
initBuilders [ cvs ] cvs [checkout aborted]: end of file from server (consult above messages if any)

nscd on build.eclipse.org was (wrongfully) returning the IP address of the load balancer for dev.eclipse.org.  Not sure how it got that.

Since you said "was" (past tense) I assumed fixed, restarted an Orbit build, and it is chugging along past the cvs checkout failure it was getting.
