See attached screenshots. The minimize/maximize buttins are badly rendered, and the other buttons that should probably be there (the ones that in Eclipse 3.x will allow you to configure the view) are not visible. The display changes depending on whether the view has focus or not.
This is not the only view behaving like this, there are more.
This causes the problems view to be unconfigurable.

Show problems view.
