Build Identifier: 

1. Create Tigerstripe project
2. Open Dependencies tab on tigerstripe.xml
3. Check "Modify" checkbox
See that buttons "Select All" and "Deselect All" becomes enable, but there are no dependencies in table.

4. Add several dependencies with checked checkboxed
See that button "Select All" is still enable, although all dependencies are selected

5. Unselect all dependencies 
See that button "Deselect All" is still enable, although all dependencies are deselected

Not a big deal.  Marking as Won't fix.  I don't see the harm of keeping these buttons as enabled when everything is selected/deselected.
