When the welcome screen is maximized the Minimize causes the toolbar buttons to disappear. This happens only if the welcome screen is open as maximized. 

Reproducible: Always

Steps to Reproduce:
1.Maximize the welcome screen
2.Close the welcome screen
3.Display the welcome screen again (Help -> Welcome)
4.Minimize the welcome screen
5.No toolbar buttons present

I can not reproduce this with eclipse Photon. Open if the issue still persists.
