 In File-> New->Dynamic Web Project wizard, the Working sets section is not displayed, only the heading can been seen.

Sounds like the initial size is just not tall enough for you.  You're able to resize it, yes?  Can you attach a screenshot showing the initial (wrong) size, as well as information on which platform you're on?
