We failed to export the new package org.eclipse.pde.ui.target.

One reason why this went unnoticed is that the compiler option to warn about missing exported packages is set to ignore.

We will add the package to the manifest and change the project preferences.

Added the missing package and updated the PDE compiler settings in PDE projects to treat missing package exports as errors.
