PMC leads and members should have the same ability to make changes to project metadata as project members (only for projects that fall under the corresponding top level project). Changes made by the PMC should be tracked (i.e. via revisions) like changes made by another other authorized user.

PMCs will be advised to use this power judiciously. The primary intent being to allow PMC members to assist the projects under their supervision in the spirit of sometimes just fishing (rather than teaching to fish) is the right thing to do. I'm abusing that expression a lot lately...
