If there is no intention of conceding that bug 264072 is a bug, that there is no intention to not make "switch workspac"e not to ask to choose workspace,
or that the technical capability is not there to make "switch workspace" not ask to choose workspace,
then Switch Workspace and Restart Workspace are "redundant duplicates" of each other. Different only when the workspace choice is elicited.

Sticking to the eclipse principles of DIE DRY (duplication is evil, don't repeat yourself), one of Switch or Restart should be removed.

It's an open bug with helpwanted on it.  That looks like its still a bug to me.

They behave differently, at least for me.
