And that I'm unable to place it on the toolbar. I'm told that this is a bug and not a feature that wasn't included.

Reproducible: Always

Steps to Reproduce:
1. Start Eclipse
2. Look for the edit toolbar
3. Right-click on the toolbar
4. Select Customize Perspective...
5. Discover that "Edit" cannot be selected for "Toolbar Visibility"
