When an element has just attributes, the XML should look like : 

<mytag attr="abc" />

instead of :

<mytag attr="abc"></mytag>


Reproducible: Always

Steps to Reproduce:
1. In EzBug, take IBugReport.java, delete all fields but one
2. Mark the last field as an attribute
3. Launch
4. Enjoy

The issue appears to be in WTP XML editor that Sapphire uses to provide bi-directional Form/XML editor. 

I have opened a bug on WTP XML editor. I do not believe there is anything we can do in Sapphire to resolve this.
