The org.eclipse.photran.managedbuilder.gnu.ui plug-in's dependencies do not include photran.managedbuilder.core, which contains the dependency calculator.  This leads to nondeterministic behavior: If that plug-in was not previously loaded by some other means, the dependency calculator is ignored, and Makefiles are generated without respect to dependencies.
