PDF emitter, Paragraphes

PDF Emitter generates too much space between HTML-Paragraphs. 

the issue was already discussed at the birt-exchange forum, long time ago. Please follow this link:

I havn´t found any entry at bugzilla so I generate a new BUG, hope that you can fix it fast.

With BIRT 3.7.1 the issue still exists. Replacing the <p> - Tags is an option but it is fault-prone. 

I attached a Report where you can follow the issue.

In PDF, we use Bottom/Top margin to simulate the effect of tag "p", currently we can not support margin collapse in PDF, which make the display is different with html.
