one of the most useful features of WinCVS is the ability to view the branches and tags on a specific file as a tree (graph). It will be great to have something similar in Eclipse.

Why? I would be curious to understand what you can do differently in the graph view versus the CVS history view in Eclipse?
it helps to understand that you did the right thing. for example, if you tag a branch, a simple list will not help to understand if you did it properly.

I've tried it and it is just what i was looking for. Could it be included in the 'core' eclipse funcionality?
The code is question could be included in the "core" under 2 conditions: 1) The author contributed it to Eclipse under the appropriate license. 2) The code does not have any dependencies outside of th "core" Eclipse. Only the author can fulfill part 1 but I suspect that the tool uses GEF which is not in the core Eclipse so the tool could not be part of the platform anyway.

Check out the VersionTree Eclipse Plugin: http://versiontree.sourceforge.net/ It does an even better job than WinCVS at visualizing branching.
