Opening the subversion settings tab in the Projects properties dialog causes Eclipse to freeze when subversion server is not available.

Reproducible: Always

Steps to Reproduce:
1. Machine connected to the Internet but subversion server down or behind a firewall
2. Right click on the Project, select Properties. Click on the subversion tab.
3. Eclipse freezes for about 2 minutes, then subversion operation times out. 
4. Close Project properties. 
5. Open project properties - Eclipse freezes because the subversion tab is the selected tab and when the Project properties opens up, it fires a connect to the subversion server.

The fix for the issue was included into the last "early access" build.
