Completed anomalies are visible by default, 
if the user applies a filter from the navigator, it will only take place for the duration of the eclipse session.

Today it can be applied in the preferences and save this value.
However a group is meant to have hundreds of completed reviews, and therefore make sense to hide the completed reviews by default.
