This bundle has a readme.txt that says the following:

The features provided by this plug-in moved to org.eclipse.core.runtime, org.eclipse.core.runtime.compatiblilty or org.eclipse.update.configurator.

Perhaps this bundle should have been excluded from the Git migration? Can this bundle be deleted from Git?

This bundle is still in org.eclipse.platform feature as of 3.8. It was never present in 4.x however, so it will die along with the 3.x stream. The only reason it was kept around was for compatibility for anyone who had a bundle import on it. I believe in ancient times core.boot was added to the plugin classpath "for free" so it was a common dependency for plugins to have.
