It shall be possible to copy anomalies within the same review as well as across different reviews.

This would cover the case where a General anomaly could be copied to a different review (e.g. not able to postponed general anomalies)

and would cover the case were repeated comments are applicable to multiple locations so new instances can be created for it.

This change shall also cover the possibility to edit the line range of an anomaly, as the copied anomalies must likely refer to a different location

This implementation is now divided in 3 subtasks:

1) Clone local anomalies within the same review
2) Ability to change line ranges for anomalies and selections from the properties view
3) Clone anomalies accross reviews
