It seems that Eclipse is unable to create an external builder that has the same name of another project's external builder, even though the corresponding launch configuration is saved in the project folder.

If I manually rename the launch configuration and edit the .project file accordingly, everything works and the builder is still executed as expected.

Reproducible: Always

Steps to Reproduce:
1. Take any project and create an external builder for it (ant or program, it doesn't matter). Give it any name.
2. In any other project, create another external builder. Give it the same name.
3. An error message says "A configuration with this name already exists"

This is because launch configurations have a flat naming scheme. See also bug 59289
