ti/targets/select.h needs to include support for the following targets:

M4, M4F, A8Fnv, ARP32

Added definitions for A8Fnv, A8Fv (although not supported in any product yet), M4, M4F, and ARP32 in ti.targets: select.h for xdctargets-f13.
