What is the name of the file you downloaded?

Where did you unzip it to?

What do these commands show?

C:\Program Files\Java\jdk1.7.0_01\bin\java.exe -version

This shows that the actual JDK that was used to start Eclipse was not 1.7. Please reopen if you see this again with the information requested in comment 1.
