The Spinner theming affects DateTime-Spinner (time and date variants of DateTime). The new box-shadow property of Spinner is also applied to the DateTime-Spinner, but not correctly.

Currently, when it comes to theming, Spinner and DateTime-Spinner are handled separately. So, the DateTime-Spinner shouldn't use the box-shadow property of Spinner at all.

I can't reproduce it with current 3.0+ (M1) or 2.3 version.
