new 2 RUI projects, make second project reference to first project. create a rui handler in first project, then create another rui handler with the same name in second project, make the two handlers different contents, deploy the two projects into two target projects, you will find it will deploy the first handler in both of the target projects.

This is not a typical usage scenario from customer perspective, also RBD has this issue. A simple workaroud is that user modify the handler's name. Thanks.
