Build Identifier: 

The problems configuration page allows the specification of a number from 0 to 999999999, however, the edge case, 0, is not covered, the problems view will show all errors, instead of none. 

Guess this is as easy as allowing a range of 1-999999

Reproducible: Always

Steps to Reproduce:
1.Problems view
2.shevron: Configure Contents:
3. Use item limts: checked
4. Number of items visible per group: 0
