It was noted that formal reviews in Decision phase don't allow to update the following properties.

* Role Management
* Focus Area

There is no reason to prevent updates to the properties as corrections shall be possible in any phase.

A discussion is needed to define the scope of updates allowed by the formal review phases.
In essence, I think the limitations should be limited to regulate the transition of anomaly states and user participation.

This TR now tracks the first issue (Role Management and Focus are properties).  I filed a new bug 393710 to track the general discussion for the scope of updated allowed in various formal review phases
