As a "horizontal rule".

Instead, the text appears as 3-level deep empty indented list.

I'm also not getting text embedded in tables to preview or generate to docbook properly. (Please see below.) I could open up a new bug for this and any others, that crop up, but I don't want to flood bugzilla if these are all part of a generic issue.

Please create separate issues as you see fit.  The one you're referring to with tables is bug 338929
