With the Subversion page still selected, close the project properties dialog and then open it back up again. 

Reproducible: Always

Steps to Reproduce:
1.Start with a project that's under source control. Right click on the project -> Properties-> Subversion. If the server is slow enough or not accessible it takes about a minute or two before the operation times out. 
2.With the Subversion page still selected, close the project properties dialog
3.Right click on the project -> Properties. The project properties window does not open. The IDE becomes non responsive, the text editor is not available, the menus do not work. Eventually the operation will time out and the dialog will appear. The timeout should be lowered to something reasonable - 10 - 15 seconds maybe. Also, the dialog should be rendered first, before the SVN operation is initiated.

This doesn't look related to CDT so I'm changing the bug to Subversive. That's probably where the Subversion property page lives.

Seem like the issue was fixed as part of the bug #361257 (unneeded repository access while fetching information about a local resource). The fix will be included into the next week's early access build.
