Build Identifier: xdctools 3.22.04.46

The CCS 5.1.0 default directory is now C:\ti.
The XDCTools default directory should be changed to match.

Someone needs to verify that this will not break users who use the default directory and expect that CCS5, installed in a directory different different from c:/ti, will discover XDCtools.

Changed the default install location for Windows to "C:\ti", Linux root to 
"/opt/ti".  Linux user stayed the same, user's home directory.
