Build Identifier: xdctools 3.22.04.46

Setting the Hwi/Swi stack size using the ti.sysbios.m3 Hwi module's Grace page does not result in a config file entry. Consequently, the value reverts back to the default setting.

Reproducible: Always

Steps to Reproduce:
1) Create an M3 project with CCS
2) go to device specific Hwi module
3) enter 2048 into Hwi/Swi stack, hit save.
4) notice that value reverts to 4096 and that no config file changes associated with setting Program.stack to 2048 appear in the script.

Verified that, per the steps listed to reproduce the issue, this issue no longer appears when tested with XDCTools 3.23.00.29.
