Our Juno plan has a theme where we're querying for both the "plan" and "api" keywords at once (Classification=Webtools product=JSDT), but bug 327005 doesn't show up in the results, despite having both set in its keywords field.

That is a Bugzilla bug, and it was fixed:

It will be deployed when we upgrade Bugzilla to Bugzilla 4.0.  Please see bug 337245

This is fixed on bugs.eclipse.org as well.
