The bundle version of org.eclipse.ui.workbench is the same as in R4.1.1 (3.102.0).

Since R4.1.1 is already out the door, the only thing we can do is to change the bundle version in 4.2 to 3.103.0.

Did that in 'master' and also updated the API problem filters.
