Sapphire repository should provide pack200 binaries for bundles in addition to plain jars. This is a simultaneous release conformance requirement.

There is evidence on various discussion threads that pack200 compression can be unreliable and prone to corruption of files. There also seem to be interop issues between different JVMs. Based on that, the bandwidth optimizations are not worth it. Resolving this as wontfix.
