The Eclipse keybinding dialog and perspective customization dialog show %command.name.2 instead of Open Declaration.

Adding the translation to OSGI-INF/l10n/bundle.properties did not fix the problem.  It appears that some parts of the UI (e.g., keybindings) assume Bundle-Localization: plugin.  I converted the VPG plug-ins to use plugin.properties for localization.
