1. The BPEL Editor has no icon. 

2. An "top left" decorator is currently used for marking BPEL files. As that decoration is overridden if a "real" decorator is supplying a "top left" icon, that may lead to partially broken bpel file icons.

3. The "BPEL File Decorator" is decorating problem markers on BPEL files. As the JDT does the same with different icons, these icons look strange when the JDT is installed in the platform.

1. The Editor has now an explicit icon.
2. As result the "decorator" is not needed anymore.
3. Enabled the "BPEL File Decorator" only if the JDT is not installed.
Additionally the "BPEL File Decorator" has now a (localized) description.
