One can create a branch from a tag but the problem is, that this branch will not be connected to the remote branch once it gets pushed. There's no pull strategy.

Either one should be able to define the (yet unused) pull strategy when creating the branch or one should be asked when a new branch gets pushed to upstream.

Would be solved by bug 382190, marking as dependency.

This is solved by fix of bug 382190

Also branch configuration can be set explicitly:
- open repositories view
- select branch you want to configure
- click "Configure Branch..." and configure the upstream branch and if you want merge or rebase pull strategy
