Blank lines in EGL files can not be set to 0, but it can be set to other values larger than 0

Reproducible: Always

Steps to Reproduce:
1.Open Window->preference->EGL->Editor->Formatter
2.Create a new Formatter and edit the Blank Lines
3.Set Blank Lines in EGL file to 0
It does not work. It will set the blank line to 1 not 0

Blank lines within EGL part declarations can not be set to 0 neither.

The Existing blank lines can only be set to 0, other values do not work
