The STRICT checks are useful for day to day operation, (better error messages, etc...)
And the browser vendors are expecting this level of STRICT-ness.
We should promote all existing STRICT blocks to standard behavior and remove the whole STRICT system property.

Work completed on master to remove STRICT alternate logic.
Now STRICT is default behavior.

Going to remove BRUTAL now and see how it goes.
