Parameter page where the Parameter Group name is not being translated

The parameter group names are not being localized using the Report Viewer. This happens on 2.6.2 and 2.6.1. Previously this worked on BIRT 2.3.1.

The parameter group XML looks like
        <parameter-group name="Group" id="547">
            <text-property name="displayName" key="AS.Group"></text-property>
            <text-property name="helpText" key="AS.Group"></text-property>
            <text-property name="promptText" key="AS.Group"></text-property>

And the locale is being set by the URL, __locale=zh_CN

Other parameters on the parameter page are being localized
For example,
<parameters>
                <scalar-parameter name="p_groupstart" id="494">
                    <text-property name="promptText" key="AS.From"></text-property>
                    
Also, the labels on the report are being localized as well.
