Why is there nothing to do? I would have expected something like:

averageDuration = UNKNOWN_AVERAGE_DURATION;
if (persistedIssues != null && persistedIssues.getAverageDuration() > 0)
     averageDuration = persistedIssues.getAverageDuration()
