We need a wizard in the SDK for creating Sapphire extension manifest files (META-INF/sapphire-extension.xml).

This is partially completed, but there isn't the time left to finish it, so I've disabled the feature and am deferring this to the next release.

The wizard was exposed already. Not sure which release this happened in.
